Is it possible to convert an AI only car to full function? There is a Mazda RX7 FS3S in the Production GT mod that would do to make the James Hardie 12 hour winning cars.

It needs have a cockpit of some sort added to make it drivable. Among the cars I have that are AI-only, that's the only thing they lack. They will also require some adjustments to the .veh file(s) to remove the AI-only option.

So I could use the cockpit from the other RX7 in the same mod that lacks the rear deck wing? What bits do I need to borrow? Do I have to edit the 3d model?

You need the cockpit mesh, steering wheel mesh, cockpit chassis mesh, and there are usually some lights. Then all of the textures required for each mesh. Lastly, you have to edit the .GEN file to use the new meshes. I think that's everything but I'm not sure.
I don't recommend trying this unless you are comfortable with this kind of stuff. Even then, I don't think I would want to do it.

There is only one MAS for both cars - the working car has no spoiler but has a sunroof, the AI car has the spoiler and no sun roof. How do I make the car that works use the other body in the MAS?

OK - got it kind of sorted - the car runs and you can see through the window. Only problem is on external view, there is a black screen around the windows of the car
